New HCM Payroll System: Spring 2026
Our district has transitioned to a new payroll and human resources system called BEST Advantage – Human Capital Management (HCM), provided through the Los Angeles County Office of Education (LACOE). This change is part of a countywide modernization effort supporting more than 125 school districts and agencies across Los Angeles County. LVUSD was mandated to transition to this system by LACOE.

The prior payroll system had reached the end of its useful life and no longer met current security, efficiency, and reporting standards. The new system allows payroll and employee data to be processed more accurately, securely, and consistently, while also giving employees direct access to their own information through a modern, self-service platform.

As part of this transition, employees have access to Employee Self-Service (ESS): A secure online portal where you can view your pay stubs, review certain payroll information, and choose electronic delivery of tax documents such as your W-2. While the look and layout of pay stubs may be different from before, the information reflected remains the same and is generated directly from the district’s official payroll records.
